BPA to Update Rates for Hourly and Monthly Parking Effective July 1

The Birmingham Parking Authority announced today it will update both hourly and monthly parking rates at its facilities, effective July 1. The adjustments are designed to better align BPA rates with the current Birmingham parking market and with those of comparable cities. This marks the first parking rate change in more than 15 years.
The updated rates are based on recommendations from a comprehensive market analysis conducted for the BPA and incorporated into the Parking System Strategic Plan adopted in December 2024. The analysis compared BPA rates with commercial parking operators in Birmingham as well as parking authorities in peer cities.
“The new rate structure includes a modest increase that will help finance significant infrastructure improvements that are essential to maintain safe, functional and customer-friendly facilities,” said BPA CEO André Davis.
“While we are committed to keeping parking affordable, and rates as low as possible, we also recognize the need to update both our rates and our facilities in order to better serve the public. The additional revenue will go back into the parking system to pay for upgrades and repairs to our decks and lots, invest in new technology, and improve customer service.”
Since the adoption of its Strategic Plan, the BPA has taken decisive action to strengthen and modernize its operations. The organization has completed critical structural repairs to its facilities, undertaken the first comprehensive deep cleaning of its decks in its history, introduced a refreshed brand identity and new logo, and invested in advanced technology to enhance efficiency and service delivery.
In addition to generating revenue for critical facility improvements, the new rates will create greater consistency across all BPA-managed locations.
Beginning July 1, the BPA will charge $3 for the first hour at all seven parking decks and the Avondale Village parking lot, and $2 for the first hour at the Morris Avenue parking lots. The cost for each additional hour at the decks will be $1.50, with a daily maximum charge of $14.
Each additional hour will cost $1 at the Avondale and Morris Avenue lots, with a daily maximum of $10 at Avondale and $8 at Morris Avenue.
For monthly parking in BPA’s decks, the rates will increase about $10 on average, with a new range of $80 to $105 depending on the location. Executive parking, which is offered at Decks 3, 5 and 6, will increase from $110 a month to $135.
Monthly parking will cost $55 for the Morris Avenue parking lot and $25 for the Avondale Village lot.
